Wilmington, Delaware – The YMCA of Delaware is proud to announce that Terry Mullan, Community Vice President & Senior Executive Director of the Bear-Glasgow Family YMCA, has been selected as the Honorary Troop Commander of Delaware State Police Troop 2. Mullan officially received the honor on February 12, 2026.
The Honorary Troop Commander program recognizes respected civilian leaders who demonstrate a strong commitment to community service and public safety. Through this program, community leaders are paired with troop commanders for a limited term, typically one to two years, to foster mutual understanding, strengthen public trust, and build meaningful connections between law enforcement and the communities they serve. Honorary commanders participate in events, tours, and shared learning opportunities but do not hold command authority.
Mullan was selected from a small group of nominees for Troop 2, underscoring her leadership and long-standing impact in Delaware communities.
Mullan has dedicated more than 30 years of service to the YMCA, currently overseeing two of the largest YMCA branches in the state – the Bear-Glasgow YMCA and the Middletown YMCA. She leads a team of more than 400 staff members and supports over 50,000 members and program participants, with a focus on youth development, water safety, and family well-being.

Through her term as Honorary Troop Commander, Mullan will collaborate with Troop 2 leadership to share community insights, support outreach efforts, and strengthen relationships between law enforcement and Delaware families.
